UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new survey of local authorities, English councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and land to shore up their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising savings to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of councils will need to raise council taxes next April to cover the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found local finances being stretched by the growing number of young people and adults needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and demand,” said a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
